Since 2000, he has cooperated on a variety of strategic issues in China as an advisor, speaker, and consultant with ministries, universities, local governments and planning institutes; among them:

Sam has participated in planning activities in diverse locations including Beijing, Shanghai, Guangzhou, Hong Kong, Harbin, Nanjing, Hangzhou, Changchun, Shenyang, Qingdao, Xi’an, Hefei, Weihai, Rizhao, Taiyuan, Liuzhou, Guiyang, Sanmenxia, Meishan, Yancheng, and Taizhou.  He has taken part in seminars at Tsinghua University, Tongji University, the South China University of Technology (Guangzhou), and the Harbin Institute of Technology.

Besides strategic planning, Sam’s major interests include sustainable regional development, urban regeneration, and implementation mechanisms.  Sam provides consulting services through his firm, The Planning Authority LLC.  The firm’s logo, the Chinese character for a forest, symbolizes that a planner’s vision should be broad and far-sighted enough to encompass the whole forest, yet sensitive to the needs of every tree.  Sam can be reached at sam@planningauthority.com.
